The story

Richard Phillips, the cargo-ship captain whose capture by pirates triggered a dramatic U.S. Navy rescue off the coast of Africa, called on the federal government Thursday to provide military escorts for international shipping vessels.

Testifying before a key Senate committee, Phillips conceded there may not be sufficient resources to do that.

He also said arming vessels' crews could deter pirates, but should only be allowed in limited circumstances. Read full article »
