(CNN) -- A ferry capsized off the coast of the northern Philippines near the town of Aparri, killing 23 people and leaving 29 others missing, authorities said.

The ferry, with 100 people onboard, flipped over during bad weather Sunday night, according to Alex de los Santos, a senior inspector with Cagayan provincial police.

Aparri is about 400 kilometers (250 miles) north of Manila.
