Accused cop killer joins bin Laden on Top 10 list

WASHINGTON (CNN) -- A man suspected of shooting three New York state troopers, one fatally, has joined the likes of alleged drug traffickers, child rapists, vicious murderers and al Qaeda leader Osama bin Laden.

The FBI on Thursday added Ralph "Buck" Phillips to its list of "Ten Most Wanted Fugitives."

Phillips is wanted in connection with the June 10 shooting of a New York state trooper in Chemung County and the August 31 shootings of two more troopers in Chautauqua County. One of the troopers shot in August died. (Watch friends and relatives defend Buck -- 1:30)

"Phillips may be clean-shaven or may have a moustache and/or beard. He may also wear eyeglasses. He has ties to New York, Pennsylvania, Ohio and Kentucky," the FBI states on its Web site.

He is considered armed and extremely dangerous, according to the agency.

The 44-year-old Native American escaped from the Erie County Correctional Facility in Alden, New York, after prying open a roof vent in the prison's kitchen area. (Watch what led up to the escape and killing -- 2:26)

Phillips is 6 feet tall, weighs 180 to 200 pounds, and has black hair, brown eyes and a scar on his left finger.

Since the FBI established its Top 10 list, 453 of the 483 people placed on it have been arrested, the FBI said. Of those, 147 were captured because of help from concerned citizens, the agency said.

A reward of up to $100,000 is being offered for information leading directly to Phillips' arrest.

Phillips replaces accused polygamist Warren Jeffs on the list. Jeffs, the 50-year-old leader of the Fundamentalist Church of Jesus Christ of Latter-day Saints, was captured last week in Las Vegas, Nevada.

Though the FBI and other law enforcement agencies are referring to Phillips as "Bucky," his attorney and a friend said his friends call him "Buck," which is the name he uses in his signature.
