WEBSTER, New York (CNN) -- A man was shot and killed and another person was wounded Tuesday during a robbery at a federal credit union at a Xerox plant in Webster, officials said.

Phil Jabowski, 911 supervisor, said a man entered the credit union shortly before 10 a.m. and "robbed the establishment."

"There were two shots fired," he said. "We had two victims, one dead at the scene and one transported to a hospital."

Paul Moskal, a spokesman for the FBI in Buffalo, said the wounded person was hit in the shoulder, and added that it wasn't clear if the two victims were customers or employees.

Xerox spokesman Bill McKee confirmed the incident at the manufacturing and research facility about 12 miles east of Rochester.

"We have moved all of our employees to safe zones and the campus is locked down," he said, adding that the facility employs 7,500 on site.

Jabowski said Webster police were heading the investigation, assisted by several other jurisdictions. No arrests have been made, he said.

Moskal said initial reports from eyewitnesses indicated that the would-be robber left without money and was possibly on foot.

"My understanding there are a host of police agencies out there stopping vehicles, searching building-by-building and in the neighborhood," he said.

Moskal also said there were conflicting reports that the male shooter may have been wearing a homemade jacket or shirt with the letters "FBI" on it.

He said the FBI was involved in the investigation because the office is a federally insured credit institution.
