(CNN) -- U.S. cardinals emerged from a two-day Vatican conference on the crisis in the U.S. priesthood with recommendations for a national policy, but they stopped short of proposing a zero tolerance policy toward clergymen who molest children.

The church will revisit the issue, making it a priority in June at the American bishops' general meeting in Dallas, Texas, said Bishop Wilton Gregory, president of the U.S. Conference of Catholic Bishops.
