WASHINGTON (CNN) -- A new Justice Department report evaluating the department and FBI's performance in the investigation of allegations of espionage at Los Alamos National Laboratory has sharp criticism for all involved and strongly suggests the probe was botched, government sources tell CNN.

According to these sources, the classified report, which focuses on the early stages of the probe, concludes the FBI failed to devote sufficient resources to investigate the allegations, and that FBI leadership both in the Albuquerque, New Mexico field office and at Washington headquarters failed to adequately oversee the probe.

The report also concludes that the Justice Department had enough probable cause to place electronic surveillance on the computer of Wen Ho Lee, the principle suspect in the investigation, according to the sources.

Lee has been charged with illegally downloading nuclear secrets to his computer.

The classified report was written by Randy Bellows, a Justice Department attorney appointed by Attorney General Janet Reno to evaluate the early stages of the Los Alamos espionage investigation.
