Actions taken by the House and Senate Thursday:
The House by a 237-174 vote approved a 10-year, $240 billion tax relief package that also raises the minimum wage by $1 and restores Medicare cuts for health care providers. President Clinton has threatened to veto the bill over such issues as distribution of the Medicare funds and the lack of tax credits to raise money for school construction. The Senate could vote on the package Friday.
The House voted 206-198 for legislation to provide $39.9 billion in fiscal 2001 for the departments of Commerce, Justice and State and for Washington, D.C. Clinton also issued a veto threat on this bill, saying it doesn't go far enough to meet his proposal to liberalize immigration laws for up to 2 million people.
The House by a 392-10 vote passed a measure to keep federal programs running for another 24 hours while Congress works to finish the 13 spending bills for the fiscal year that began Oct. 1. The Senate passed the resolution 94-1.
The Senate approved by voice vote a $919.5 million package of health care measures that improve the nation's ability to respond to a bioterrorist attack, modernize federal disease laboratories and move toward placing heart defibrillators in all federal buildings. It also instructs the Centers for Disease Control and Prevention to implement a prostate screening program, expands lupus and Alzheimer's research and promotes research into sexually transmitted diseases. A House vote is scheduled for Friday.
The Senate passed by 94-0 and sent to the White House reauthorization of the Older Americans Act. It renews for another five years programs for the elderly such as job training, pension counseling and the popular Meals-on-Wheels home-delivery service. It also creates a new family caregiver program to help family members who care for frail older family members.
The House by voice vote passed and sent to the White House a measure to facilitate the adoption of retired military working dogs.
